Oil contingency planning

With the Fu Shan Hai oil spill accident between Sweden and Bornholm in May 2003 in fresh memory it is remarkable that so few municipalities have updated and exercised oil contingency plans. Referred to the Swedish Civil Contingencies Agency only about 20 % of the Swedish coastal municipalities have an updated and newly exercised oil contingency plan.
Within the Baltic Master II project four different case study regions have updated and developed new oil contingency plans and also exercised the plans. These four regions are Blekinge (4 municipalities), North West Skåne (2 municipalities), Gotland and Bornholm. The Saaremaa County (Estonia) has produced a guideline for regional response organizations that is being spread within the country. Oil Spill Seminars have been arranged in Tallinn in April 2011 and another one will be organized in Klaipeda (Lithuania) in November 2011. The common result of all the work that has been carried out within the project has been gathered and summarized in an Oil Spill Kit. The Oil Spill Kit gives You an introduction of how to create an oil contingency plan, good lessons learned from the case studies together with a matrix of how to organize exercises in different levels of your organization.
